  Minutes of meeting

The Miami River Commission Stormwater Subcommitee (SSC) meeting was called to order at 10:30 am at the Milian, Swain and Associates Conference Room, 2025 SW 32nd Ave, Miami, FL. SSC members in attendance were Arsenio Milian, Rick Alleman, Murray Miller, and Brett Bibeau.

 

Discussion: Mr. Milian opened the meeting and apologized for having to leave in 10 minutes to pick up his daughter from Fort Lauderdale airport. Before his departure he stated that plans regarding stormwater issues are often shelved so the Subcommitee is again putting together a report on this serious matter. The City has increased trash pick-ups in effected areas, Wagner Creek was dredged, and an Association focused on this issue was created. Mr. Milan informed us that Bobby Maduro Stadium is planned to be converted into an outdoor farmers market. Milan expressed his desire to capture the feeling of positive energy, highlighting positive examples in the upcoming report, while enumerating remaining problems and solutions. In addition Mr. Milan wants a Socio-Economic focus to the report.

Mr. Milan excused himself, and Rick Alleman, SFWMD discussed the issue with Murray and Bibeau. According to preliminary data Alleman reviewed, despite all efforts problems are getting worse. Sewage is still leaking in. Smoke testing has faults. Alleman suggested having special meetings to review stormwater sanitary issues and list players and efforts thus far. The EPA is assigning someone to DERM. The final report was scheduled for June, set back until September for a better, more through effort. The next Stormwater Subcommitee is scheduled for August 30. The report will be used for Grant preparations, but perhaps they can be applied for in a parallel fashion before the report is finished. Original plan in '96 had 10 sections. Which solutions were enacted?

Mr. Alleman emphasized a system to create the report with individual leaders responsible for separate portions. Individual leaders will be pressured to attend meetings with their portion of the report. The minutes would note if a section of the report is being neglected. The two main focuses of the report will be water quality and the Land Use plan. The Miami River may not be on the 303D list. Rules on TMDL going to FL legislature next session. Since the City of Miami is the MS4 MPS permit holder, lading targets will be set and they will be ordered to reduce loads. The City will be held accountable. The EPA focused on market dumping and the rian caused it to drain creating the Wagner Creek problem, BOD loading and bacteria. If we don't hit our targets, we failed. The objectives of the report are to assess progress and state of water quality.

Brett Bibeau stated the importance of writing the report in understandable terms, since it will be distributed to the public, press, politicians and their staff. As per Mr. Alleman's request, Bibeau provided the names and telephone numbers of individuals enumerated in the June 30, 2000 SSC minutes responsible for sections of the report.

  1.  Storm sewer section of the report will be Hector Badia, (305) 416-1206, City of Miami, with assistance from SFWMD and DERM.

  2. Sanitary sewer section will be John Chorlog, (305) 669-3743, and Rick Herrara. (305) 669-7630, of MDWASD.

  3. Compliance and enforcement section will be Susan Markley, (305) 372-6863 / 6630, of DERM with assistance from DEP and EPA.

  4. Allapatah Produce Market section will be David Miller of the MRC in conjuction with the Allapatah Net and Wally Livingston, (305) 284-0978, of the inspection task force.

  5. Community outreach section will be David Miller of the MRC.

The meeting adjourned at 11:30 am.
