The Miami River Commission’s (MRC) Stormwater Subcommittee (SSC) met May 7, 2003, 10 am, at the South Florida Water Management District (SFWMD), 172-A West Flagler, video conferencing with SFWMD in West Palm Beach.  Mr. Arsenio Milian chaired the meeting.  The sign in sheet is enclosed.

 Trish Stone, SFWMD, provided the SFWMD first 2003 quarterly “Miami River Basin Water Quality Improvement Report” Action Item Progress Report.  In response to Action Item 4 d – “Research to determine the source of escherichia coli bacteria in Wagner Creek”, the SFWMD has proposed a $55,000 line item in the SFWMD “Lower East Coast Divisions’ FY ’04 budget, which is subject to District Department Office and Governing Board approvals.  The SFWMD would like this potential allocation to be matched with additional funding to conduct the necessary testing, and has requested to work with DERM to develop a project scope of work to more more accurately determine how much additional funding would be required for this project.  In addition Stone stated the SFWMD has proposed $15,000 in the “Lower East Coast Divisions’ FY04 budget for the continued cost-sharing of the Scavenger 2000 Clean-Up vessel water decontamination and floatable debris removal services within the Miami River and its tributaries.  The proposed line item is again subject to SFWMD District Department and Governing Board Approvals.  Brett Bibeau, MRC, stated on May 22, 2003 the City Commission will consider a $200,000 contract with the Scavenger 2000. The $200,000 contract is cost shared with $25,000 from the MRC through the SFWMD grants, $75,000 from the Florida Export Finance Corporation, and $100,000 from the City of Miami.

Mr. Michael Self provided the first 2003 quarterly “Miami River Basin Water Quality Improvement Report” Action Item Progress Report for the Florida Department of Environmental Protection, noting inspections of underground storage tanks are continuing.

Jose Lago, City of Miami C.I.P. Department, provided the following first 2003 quarterly “Miami River Basin Water Quality Improvement Report” Action Item Progress Report:

     1 a) Pinehurst Retrofit consultant submitted 100% design, which will be reviewed by the City until May 14.  Funding is in place for this project. 

     1 b) The Little Havana Storm Sewer rebuilding project is completed.

     1 c) The Allapattah Storm Sewer Project has full funding in place and bids for the advertised Request for Proposals are due May 15, 2003

     1 d) Phase I of the Downtown Storm Sewer project is complete.  Phase II design is 100% complete and funding is in place.

     1 e) Wagner Creek Dredging Phases IV and V are awaiting testing results, which began April 18, 2003, before commencing project.  The notice to proceed in the design of the re-dredging of Wagner Creek Phase III was issued April 30, 2003.  Due to not having all the testing results at this time, the City of Miami has postponed the May 16 Wagner Creek public hearing, until all results are available, possibly around May 31.  DERM’s fish collection for testing is scheduled for completion by May 12 and it is possible that the preliminary results will be available by May 31.

Brett Bibeau, Miami River Commission, inquired who would return Jose Marti and the Greenfield Garden public parks to their original condition, once the water main relocation projects are complete.  Rod Lovette, Miami-Dade Water and Sewer Department, and Jose Lago, City of Miami, stated generally the contracts include a clause requiring the work sites to be returned to their original condition, and this should be the case with the parks.  Lovette stated he would look further into it, and have additional confirmation during the June SSC meeting.  

The next regularly scheduled SSC meeting was confirmed for the first Wednesday of the month, June 4, 10 am, 172-A West Flagler, video conferencing with SFWMD in West Palm Beach.
