| The Miami River Commission’s (MRC) Stormwater subcommittee (SSC) met, as regularly scheduled, on May 1, 2002, 10 am, in the South Florida Water Management District (SFWMD) Service Center, 172-A Flagler Street, video conference room, linking with the SFWMD’s West Palm Office. The SSC reviewed and discussed the construction drawings for the “Water Quality Improvement Plan” action item, “1 E, Wagner Creek dredging Phase IV”. Officer Clayton, Allapattah NET Resource Officer, and Brett Bibeau, MRC, informed the SSC that they are working on extending the Miami River Greenway along the Wagner Creek. The shoreline stabilization component of the Wagner Creek Phase IV project proposes the removal of approximately 40 trees, and the installation of armor flex blocks. Officer Clayton and Bibeau stated they are concerned the current proposal essentially cements in the creek, and removes its natural condition, which negatively impacts the proposed Greenway. Bibeau and Clayton asked the SSC to consider accomplishing the goal of shoreline stabilization by utilizing Rip-Rap, placed around the numerous native trees, currently slated for removal. John Jackson, City of Miami Public Works Director, approved the concept of attempting to preserve the trees slated for removal. Clayton noted the area of Wagner Creek which had the proposed armor flex installed in 1990 is completely overgrown and in disrepair, therefore perhaps the Rip-Rap boulders or a vertical sea-wall would be more effective in accomplishing the goals of shoreline stabilization and increased conveyance capacity. Tim McIntosh, Department of Environmental Resource Management (DERM), stated they would look into the possibility of using monies from an existing Rip-Rap mitigation fund for this project. Representatives from DERM, MRC, Allapattah NET, City of Miami Public Works Department, and their consultants for this project, Consulting Engineering and Science, agreed to meet at Wagner Creek on Friday, May 3, 2002, to visit the site and further discuss the feasibility of amending the current proposal. Mike Self, Florida Department of Environmental Protection (FDEP), stated he would review the permit application for the proposed project, and Tim McIntosh, stated he would do the same for the permit application submitted to DERM. The City is under a consent decree from FDEP to improve Wagner Creek and the City is concerned about delaying this project. Bibeau asked Self to note that the City was moving forward with bringing the necessary project to fruition, but wanted to coordinate with the SSC to bring the best design of the project to fruition. The SSC updated the progress of the “Water Quality Improvement Plan” action item 1A, Pinehurst stormwater retrofitting project. The City Commission unanimously passed two items allowing the project to move forward. Currently a City consultant is developing the project’s “scope of services.” Trisha Stone, SFWMD, updated the SSC on funding for the action plan item 3F, “Environmental Education”. Currently a $250,000 contract for Environmental Education is being finalized with Citizens for a Better South Florida, whom chairs the Environmental Education Providers (EEP), in which the MRC is a member. Bibeau
reminded the SSC that the next agency Quarterly progress report is due
for the July 3 SSC meeting. The
next regularly scheduled meeting was confirmed for the first Wednesday
of the month, June 5, 2002, 10 am, SFWMD Office, 172-A West Flagler,
video conferencing with the SFWMD’s West Palm Office. |
