The Miami River Commission ’s (MRC) Stormwater Subcommittee (SSC) met March 3, 2004 , at 10:00 am , in South Florida Water Management District Office, 6th Floor Conference Room.  Mr. Arsenio Milian chaired the meeting.  The sign in sheet is enclosed.

I.   Miami River Basin Water Quality Improvement Report Agency Progress Reports, from October-December 2003 - Mr. Omar Abdelrahma, presented the Department of Environmental Resource Management’s (DERM) quarterly Action Item Progress report.  Mr. Michael Self, presented the Florida Department of Environmental Protection (FDEP) quarterly Action Item Progress Report.   Mr. Milian requested additional information be provided at the next SSC meeting regarding the reported 2.5 million gallons of sewage overflow.  Ms. Liz Abbott, South Florida Water Management District (SFWMD), stated Mr. Rod Lovett’s, Miami-Dade Water and Sewer Department (WASD), dye-flooding testing was submitted to DERM, and did not identify any new sources for correction.  There is still some available funding, which may be used to dye test in another area.  Ms. Abbott noted that there was also available funding from the District.  The agencies quarterly reports will be posted on the MRC’s website, www.miamirivercommission.org.

II.   Discuss Wagner Creek Pollution Source Identification and Abatement Project -Mr. Bibeau stated that the final draft of the Upper Wagner Creek Isolation Survey Request for Proposal (RFP) was distributed to the Miami River Commission Board Members during their March 1, 2004 meeting.  The MRC SSC’s RFP will be issued on March 5, 2004 to all City of Miami pre-qualified engineering firms. The SSC agreed to change the “Deadline for Additional Information/Clarification” to Friday, March 19, 2004 .  Ms. Abbott requested that in the table on page 10, section 2.5 the “TBD” be deleted. 

     The selection committee will consist of: 

  • City of Miami- Jose Lago

  • SFWMD- Liz Abbott

  • DERM- Stephen Blair

  • FDEP- Michael Self

  • Miami River Commission - Brett Bibeau

  • WASD – Rod Lovette

     On Friday, April 2, 2004 , the submitted bids will be reviewed in the SFWMD Office, 2121 SW 3rd Avenue , 6th Floor, at 10:00 AM and the selected bidder will be presented at the MRC’s Monday, April 5, 2004 meeting.  Mr. Jose Lago will provide 3 additional copies of the Stormwater atlas on April 2, 2004 .

III.   Status of the Wagner Creek Corrective Action Plan - Mr. Lago reported that the Wagner Creek Corrective Action Plan was submitted to the Pollution Remediation Section of DERM on February 13, 2004 .  The City of Miami is awaiting comments from DERM, which require 30 days for review.

IV. Stormwater Stencil Project Update - Mr. Bibeau reported that Mr. Jose Lago provided an article, which advertised a material called thermoplastic, as a possible option in the Stormwater Stencil Project.  Mr. Arsenio Milian suggested that the durability of the product be verified.  The SSC passed a unanimous motion approving the use of the thermoplastic stenciling, and submitted bi-lingual design, on Miami River storm drains, subject to further investigation of the materials and available grant funding.

V. Discussion of Miami River Stormwater and Sanitary Sewer System Projects to be Included in the Proposed Miami-Dade County General Obligation Bond (GOB) Issue - Bibeau stated the MRC’s letter to the Board of County Commissioner’s, recommending Miami River Basin stormwater and sanitary sewer system improvement projects be included for funding from the proposed General Obligation Bond Issue.  Bibeau stated that Mr. Lago provided a list of six projects to be considered for funding in the proposed Miami-Dade County GOB.  Mr. Bibeau asked what are the amounts of the remaining projects.  Mr. Lago stated he would provide the amounts to Mr. Bibeau.

The SSC confirmed their next regularly scheduled first Wednesday of the month meeting for April 7, 2004 , at 10:00 AM in the Miami River Inn, located at 118 South River Drive .
