  STORMWATER SUBCOMMITTEE MINUTES:
  Minutes of meeting

The Miami River Commission’s (MRC) Stormwater subcommittee (SSC) met, as regularly scheduled, on the first Wednesday of the month, January 8, 2003, 10 am, in the South Florida Water Management District (SFWMD) Service Center, 172-A Flagler Street.  The sign in sheet is enclosed.

  SSC agencies presented the following “Miami River Basin Water Quality Report” fourth quarter progress reports:

Jose Lago, City of Miami, provided the following report for the City lead Action Items:

  • Pinehurst Stormwater Retrofit Project (Action Item 1 a) consultants submitted completed conceptual design to the City of Miami.  The City is negotiating for the final design of the project.
  • Allapattah Storm Sewer project (Action Item 1 c) - A portion of the CIP line item had been re-allocated for an emergency Allapattah Sidewalk repair project.  The re-allocated portion of the Allapattah storm sewer line item is being refunded and is currently proceeding through the allocation process.
  • Downtown stormsewer (Action Item 1 d) – Phase I located at SW 15th Road is completed.  Phase II (North Bayshore Drive) final design is 90% completed by Milian Swain.
  • Wagner Creek Dredging Phase IV (Action Item 1 e) – Located at NW 14th Ave to NW 15th Street had new permit applications submitted, removing fewer trees adjacent to the Creek.  The new permit applications are awaiting approval.  The original City owned land, located at NW 14th Ave and NW 17th Ave, which was proposed for the staging and temporary drying of the sediments removed from Wagner Creek during this dredging project, is now being considered for an affordable housing development.  Therefore, the City of Miami is proposing a new City owned staging site at NW 16 Ave and NW 22nd Street, which was previously used for the same purpose.  In planning the proposed affordable housing project at the 14th Ave and 17th ST, soil samples were taken.  The soil sample results were submitted to DERM, which requested additional testing.
  • Wagner Creek Dredging Phase V (Action Item 1 f) – Located between NW 15th ST and NW 11 ST may have to go to the Board of County Commissioners for permitting approval.

Mr. Lago stated he would provide the SSC with his stated progress report in writing by the February meeting.

Tim McIntosh, DERM, provided the fourth quarter report and revised Miami River Water Quality Targets.  The SSC agreed to bring the proposed Water Targets back for final approval by the full SSC during the February 5, 2003 meeting.

Rod Lovett, Miami-Dade Water and Sewer Department (WASD) provided the fourth quarter report.  The WASD phase 1 dye flood testing was completed and the results will be included in their next quarterly report.  WASD will commence Phase II dye flooding testing of the Miami River’s Storm Sewer systems.

Mr. Rene A Idarraga, DERM, provided the SSC a detailed description of the “Miami River Basin 21-Retrofit Capital Improvement” project.  Miami-Dade County is officially requesting $1 million from the State Legislature this session to fund the project, which has completed engineering documents. 

Mr. Lovett stated the proposed pocket park at 5th ST is City owned Right of Way, and WASD would be willing to move the manhole back from the river’s shore, if the ROW is converted into a pocket park.  Lago stated he would look into the City owned ROW and report back to the SSC during the February 5 meeting.  Lovett stated he would provide further information on the proposed Pocket Park at 2 Street during the February meeting.
