  Minutes of meeting

The Miami River Commission ’s (MRC) Urban Infill Working Group (UIWG) convened on Wednesday, November 24, 2004 , at 10:00 AM , in the Miami Riverside Center , 444 SW 2nd Ave. , 8th Floor conference room.  Mr. Jim Murley chaired the meeting, and the sign in sheet is enclosed.

 

Mr. Jorge Martinez-Esteve, City of Miami project manager for the “Miami River Marine Industry Economic Analysis” stated he expects to receive a draft of the Economic Analysis from their out of town consultants in early December 2004.  Mr. Esteve noted one of the consultants has a medical condition, which has caused understandable delays to the draft.  Mr. Esteve stated the consultants were selected, regardless of the fact that they stated in their original bid to the City’s Request for Proposals that the City was offering insufficient funding to cover the Economic Study’s broad scope of services.

Brett Bibeau, MRC Managing Director, provided the UIWG subcommittee with a MRC staff document titled, “Draft City of Miami Evaluation Appraisal Report’s (EAR) Recommendations to Amend the Following Miami Comprehensive Neighborhood Plan’s Items Related to the Miami River Corridor”.  Bibeau explained due to scheduling this second UIWG November meeting to review the draft EAR, and the deadline for mailing the MRC member’s back-up material packages earlier due to the Thanksgiving Holiday, the provided report was mailed to MRC members earlier on November, 24, 2004.  The UIWG reviewed and unanimously recommended the following aforementioned staff report’s numbered items:

1)      UIWG recommended deleting the existing “ Port of Miami ” footnote, and continuing to endorse U.S. Coast Guard Captain’s Letter

2)      UIWG recommended no amendments to the existing Comp. Plan Policy PA 3.1.1

3)      UIWG recommended inserting “Miami River Greenway Action Plan” in the draft EAR’s recommended amendment to existing Comp. Plan Policy PR 1.1.11  

4)      City staff will provide the “existing” established “system of regular, uniformed police patrols and presence in and around community and neighborhood parks” adjacent to the Miami River .  The UIWG stated no objection to the draft EAR’s amendment to Comp. Plan Policy PR 1.2.4, so long as there are sufficient “established plans and programs” as suggested in the draft EAR’s recommended amendment.

5)      UIWG recommended no amendments to Comp. Plan Policy PR 1.5.4, and inserting “Lummus Landing” as the location for the Fisherman’s Wharf in Comp Plan Policy PR 1.5.5

6)   UIWG has no recommendation

7)   UIWG recommends amending the draft EAR’s recommendation to delete the date in Comp Plan Policy CM 1.1.2, by amending the date to a new one after consultation with the appropriate agencies

8)  UIWG recommends amending the draft EAR’s recommendation to delete the date in Comp. Plan Policy CM 1.1.3, by amending the date to a new one after consultation with the appropriate agencies

9)  UIWG recommends inserting “including the Miami River Greenway Action Plan” in the draft EAR’s recommendation to amend Comp. Plan Policy CM 2.1.5

10) UIWG recommends inserting “consider Miami River Greenway Action Plan and design  guidelines hereunder, and continue to move towards implementing the guidelines” in the draft EAR’s recommendation to amend Comp. Plan Policy CM 2.1.7

11) UIWG recommends amending the draft EAR’s recommendation to delete the date in Comp Plan Policy NR 1.1.2, by amending the date to a new one after consultation with the appropriate agencies

12) UIWG recommends amending the draft EAR’s recommendation to delete the date in Comp. Plan Policy NR 1.1.3, by amending the date to a new one after consultation with the appropriate agencies

13) UIWG recommends inserting “ Miami River Commission ” next to “Trust for Public Land

14) UIWG recommends boundary of the “upper river” to be consistent with the Miami River Corridor Urban Infill Plan’s definition of “upper river” as west of NW 22 Ave

15)  UIWG recommends inserting consistency with F.S. 163.055 & 163.06

16)  UIWG recommends revisions to MRC meeting summary as e-mailed by MRC Managing Director Brett Bibeau – Kevin Provance agreed with making e-mailed suggested revisions, including amending to reflect that more than 2 of 62 Miami River Corridor Urban Infill Plan “implementation steps” have been adopted by the City Commission, deleting the first bullet on page A-59, etc.

Mr. Kevin Provance, City of Miami , stated the City of Miami ’s Planning Advisory Board has requested input from the MRC, and they will be considering the draft EAR on December 1, 2004 , 7 pm , City Hall, followed by the City Commission first reading on December 9, 2004 , City Hall.  Bibeau reminded Provance that he is invited to present the draft EAR to the MRC on Monday, December 6, 2004 , noon , 3250 SW 3rd Ave.   Mr. Provance accepted the invitation.  The UIWG authorized Bibeau to provide their recommendations on the draft EAR to the Planning Advisory Board, including continuing advocating for the award winning Miami River Corridor Urban Infill Plan, and its goals, to be adopted into the draft EAR.  Mr. Murley, Mr. Bibeau and the entire UIWG thanked Mr. Provance.
