Project Name:  Miami River Village
Project Address: North Shore of the Miami River , immediately west of the S. Miami Avenue Bridge

Is the proposed development compatible with the “ Miami River Corridor Urban Infill Plan”?  Yes, the proposed 1,300 residential unit mixed use project, featuring office space, retail space, and a restaurant connecting to a publicly accessible riverwalk, is compatible with the Miami River Corridor Urban Infill Plan’s recommendations for the “ Lower River ”.  

Is the proposed development compatible with the “ Miami River Greenway Action Plan”?  Yes, the proposed project is setback 50-feet from the Miami River and has a publicly accessible riverwalk with a 16 foot wide unobstructed pedestrian path.  Furthermore, the developer has agreed to develop and fund the riverwalk as it continues to the east on Miami-Dade County owned public right of way beneath the S. Miami Avenue Bridge, install Greenway wayfinding signage, and cleats for recreational vessel access.

Does the proposed project require any zoning amendments, land use amendments, special exceptions, waivers, or Major Use Special Permit?  Yes, the project requires a Major Use Special Permit and a waiver to the City Charter side yard setback provision. 

Additional recommendations to optimize the positive impacts of the project on the Miami River Corridor and to improve coordination among public and private entities.  Continue to work with Miami-Dade county to extend the riverwalk beneath S. Miami Avenue Bridge, make aesthetic improvements to the bridge including new grating to reduce noise, provide way-finding signage and cleats for recreational boat access on the riverwalk

Is the proposed development compatible with the “ Miami River Corridor Urban Infill Plan”?  Yes, the proposed mixed-use project, featuring residential, hotel, and retail space, and a restaurant connecting to a publicly accessible riverwalk, is compatible with the Miami River Corridor Urban Infill Plan’s recommendations for the “ Lower River ”.

Is the proposed development compatible with the “ Miami River Greenway Action Plan”?  No, the proposed project does not provide the minimum clear unobstructed pedestrian path width of 16 feet (11 feet provided) nor the City Charter required 41-foot building setback (20 feet provided).

Does the proposed project require any zoning amendments, land use amendments, special exceptions, waivers, or Major Use Special Permit?  Yes, the project requires a Major Use Special Permit and is requesting a waiver to the City Charter required 41-foot setback (20 feet provided). 

Additional recommendations to optimize the positive impacts of the project on the Miami River Corridor and to improve coordination among public and private entities.   Increase the provided setback and riverwalk width.

Is the proposed development compatible with the “ Miami River Corridor Urban Infill Plan”?  Yes, the proposed project is consistent with the Miami River Corridor Urban Infill Plan’s recommendation to develop mixed income housing in this area

  Is the proposed development compatible with the “ Miami River Greenway Action Plan”?  Yes, the proposed project is consistent with the Miami River Greenway Greenway Action Plan in providing an “on-road” section of the publicly accessible Greenway at the site. 

  Does the proposed project require any zoning amendments, land use amendments, special exceptions, waivers, or Major Use Special Permit?  Yes, the proposed project requires a Major Use Special Permit. 

 Additional recommendations to optimize the positive impacts of the project on the Miami River Corridor and to improve coordination among public and private entities.   Coordinate with FDOT, and the USCG, regarding the impacts of the planned new NW 5th ST Bridge.

Is the proposed development compatible with the “ Miami River Corridor Urban Infill Plan”? Yes, the proposed restaurant is compatible with the Miami River Corridor Urban Infill Plan’s recommendations for the “lower river”.

  Is the proposed development compatible with the “ Miami River Greenway Action Plan”?  Yes, the proposed restaurant is compatible with the Miami River Greenway Action Plan.  The Greenway is directly adjacent to the planned restaurant.

  Does the proposed project require any zoning amendments, land use amendments, special exceptions, waivers, or Major Use Special Permit?  The proposed restaurant may require a zoning and land use amendments, which would be consistent with the Infill Plan’s recommendations for this area to the east of I-95.

  Additional recommendations to optimize the positive impacts of the project on the Miami River Corridor and to improve coordination among public and private entities.  Meet with the City of Miami Planning and Zoning Department regarding the proposal, and the restrictive on-site parking requirements.  Create a pocket park adjacent to the site on City owned public right of way, where SW 5 ST dead-ends into the Miami River .
