The Miami River Commission’s (MRC) Urban Infill Working Group (UIWG) convened on Friday, November 17, 2006, 10:00 AM, at the Robert King High New Board Room, 1407 NW 7 ST.  Mr. Jim Murley chaired the meeting.  The attendance sheet is enclosed.

I. Technical Project Reviews

A. Presentation of Proposed Development, “Breeze on the River,” 128 NW South River Drive Ms. Ashley Chase, MRC Assistant Managing Director, noted “Breeze on the River” representatives had not contacted MRC staff prior to the UIWG meeting.  Mr. Brett Bibeau, MRC Managing Director, added the proposed development is on the upland side of NW South River Drive , and doesn’t have any property directly on the riverfront.  

II. Planning Studies/Presentations 

A. Status of the Miami River Corridor Multi-Modal Transportation Plan Mr. Bibeau, stated he had spoken to Mr. David Henderson, Metropolitan Planning Organization (MPO), who requested that the Study Advisory Committee meeting previously scheduled on November to review the draft Miami River Corridor Multi-Modal Transportation Plan was deferred by the MPO to the UIWG’s December 15 meeting, 10 am, 1407 NW 7 ST.  Mr. Jim Murley stated Dr. Fran Bohnsack, Miami River Marine Group, submitted written recommendations for the Plan, which the UIWG endorsed in October.  Mr. Murley directed MRC staff to include the MRMG written recommendations in the MRC November mail out.  Mr. Bibeau mentioned he had scheduled a meeting with Mr. Henderson and Mr. Kyle, Kimley-Horn, in the MRC office, 1407 NW 7 ST, November 28, 1:30, and invited Mr. Murley and Dr. Bohnsack to attend.

Mr. Bibeau provided the MPO’s 2007 “Transportation Improvement Program,”, and stated he was pulling all River related appropriations to be listed in the plan.

B. Status of the “MIC Associated Development” Planning Process Ms. Helen Brown , Miami-Dade County, noted Mr. Subrata Basu, Assistant Director of Planning for Miami-Dade County, was unable to attend today’s meeting due to a conflict in his schedule.  Ms. Brown and Ms. Chase agreed to invite Mr. Basu to the December 15 UIWG meeting to provide an update regarding the creation of development guidelines and criteria for the “MIC associated development” area.

Mr. Bibeau suggested that Mr. Basu also provide an update regarding Miami-Dade County ’s recent resolution directing the Planning Department to provide the Board of County Commissioners with a “Work Plan” for a public process leading to a potential major amendment to the Miami-Dade County Comprehensive Master Plan.  Ms. Brown stated she would forward this recommendation to Mr. Basu as well.

Mr. Bibeau noted he had spoken to Mr. Gary Donn , Florida Department of Transportation, whom had expressed an interest in launching a planning process in partnership with Miami Dade County and the MRC to create the recommended development guidelines and criteria for the “MIC associated development” area.  Mr. Bibeau noted Mr. Donn indicated he has seen Odebrecht’s virtual conceptual tour of the “Marine Service Area” and “MIC Associated Development” areas in the “ Upper River. ”, and supports the concepts.  Mr. Bibeau added Mr. Donn had mentioned that the Palmer Lake property in the Upper River had been sold. Mr. Bibeau noted Palmer Lake is directly across NW 25 ST from the MIC’s central bus depot, metro-rail and Amtrak stations, therefore is an ideal location for including the recommended water taxi / water bus stop.

III. New Business

The following items were addressed/discussed:

  • Ms. Chase noted the City of Miami is hosting a “ Miami 21” public workshop on November 30, 2006 , 7 pm , City Hall, during a regularly scheduled Planning Advisory Board meeting. Ms. Chase noted she would continue to reach out to Ms. Luciana Gonzalez, City of Miami Planning Department, to obtain a Miami 21 schedule of future meetings/presentations, so that the MRC may formulate an advisory recommendation in a timely fashion.
  • MRC staff provided copies of the most recent update to the “ Miami 21” website, “Miami 21 Building Uses.” The UIWG noted D1 should consist of liberal, mixed-uses, while riverfront D2 parcels should be more focused on water dependent and water related marine industrial uses, rather than allowing non-water dependent uses by right, such as adult entertainment establishments, etc. Mr. Murley recommended that the Miami 21 consultants create a D3, or strictly waterfront industrial use category. The UIWG agreed to continue recommending the creation of a separate riverfront district to differentiate the unique set of conditions on riverfront parcels rather than land locked parcels, including but not limited to increase riverfront (“rear”) setbacks, requiring publicly accessible riverwalks on all parcels except marine industrial and low density residential, etc.

The UIWG confirmed its next meeting for December 15, 2006, 10 am, New Board Room, 1407 NW 7 ST.
