    URBAN INFILL PLANNING GROUP MINUTES:
  Minutes of meeting
Nov. 16, 2004

The Miami River Commission ’s (MRC) Urban Infill Working Group (UIWG) convened on Tuesday, November 16, 2004 , at 10:00 AM , in the Miami Riverside Center , 444 SW 2nd Ave. , 8th Floor conference room.  Mr. Jim Murley chaired the meeting, and the sign in sheet is enclosed.

 

Status of City of Miami Draft Evaluation and Appraisal Report (EAR) – Mr. Kevin Provance and Mr. Harold Ruck, City of Miami Planning Department, presented the draft EAR to the UIWG.  Mr. Provance explained that the Florida Department of Community Affairs (DCA) requires municipalities to conduct an “Evaluation Appraisal Report” (EAR) every five years, in order to recommend amendments to adopted Comprehensive Neighborhood Plan’s.  Brett Bibeau, MRC Managing Director, thanked Mr. Provance and Mr. Ruck for attending the UIWG meeting, and stated the MRC’s Executive Committee directed MRC staff to participate in the City of Miami ’s EAR process, advocating any river related recommendations to be consistent with the Miami River Corridor Urban Infill Plan and the Miami River Greenway Action Plan.  Mr. Provance stated the draft EAR will be presented to the City of Miami Planning Advisory Board (PAB) for discussion on November 17, 2004 , the PAB will formalize their recommendation on December 6, 2004 , followed by City Commission first reading on December 9, 2004 .  Bibeau stated in order for the MRC to provide the City Commission with the requested advisory recommendation, the full MRC will formulate their advisory recommendation on the Miami River related draft EAR recommendations, during the MRC’s December 6, 2004 meeting, at noon , 3250 SW 3rd Ave.

Mr. Murley asked if the EAR’s consistency with F.S. 163.06 and 163.055 were included, and Mr. Provance stated the consistency with F.S. 163 is found in Appendix B of the draft EAR.  The UIWG noted the draft Ear page 125 notes the “upper river” is west of the 27th Ave Bridge, yet the Miami River Corridor Urban Infill Plan defines it as west of the 22nd Ave Bridge, and the City of Miami doesn’t exist along the Miami River west of the 27 Ave Bridge.  Mr. Murley asked if U.S. Coast Guard Captain Watson’s written EAR input is incorporated into the draft EAR?  The UIWG directed Bibeau to pull the Miami River related components of the 200 page draft EAR, forward only the River related draft recommendations to UIWG members, and host a publicly noticed UIWG meeting on November 24, 2004 , 10 am , Miami Riverside Center , 444 SW 2nd Ave , 8th Floor, to create the UIWG’s recommendations on the draft EAR.  Mr. Provance stated they are available to attend the UIWG’s November 24, 2004 meeting.  Mr. Provance noted the draft Ear approved at first reading by the City Commission, would then be transmitted to DCA, and returned for the City Commission’s second reading consideration in early 2005.

Review Draft “2nd Annual Update” of the Miami River Corridor Urban Infill Plan - Bibeau provided the UIWG with the draft “2nd Annual Update” of the award winning Miami River Corridor Urban Infill Plan.  The UIWG reviewed and discussed the draft.  Murley asked for a map of the Greenway and new developments along the Miami River be included in the “2nd Annual Update”.  In addition, Murley stated an update on the “upper river” annexation applications should be included.

Status of the Draft Miami-Dade County Marine Ind. Zoning Overlay – Ms. Helen Brown, stated the previously reviewed draft zoning overlay hasn’t been updated nor revised.  The UIWG directed MRC staff to meet with Commissioner Barreiro, whom has expressed support for the draft Marine Industrial Zoning Overlay ordinance.
