    URBAN INFILL PLANNING GROUP MINUTES:
  Minutes of meeting

The Miami River Commission’s (MRC) Urban Infill Working Group (UIWG) met October 21, 2002, 9:30 am, in the Miami Riverside Center, 444 SW 2nd Ave., 3rd floor conference room.  Mr. Jim Murley chaired the meeting.  The attendance sheet is enclosed.

 

The UIWG reviewed and discussed the draft “Implementation Steps Timeline”.  Johnson suggested a new column being initiation, followed by status, projected completion, lead agency, estimated cost, appropriated funding, potential funding source, and status.  The UIWG agreed to make the following three timeline categories:

1)       Short Term = 1-2 years

2)       Mid-term = 2-5 years

3)       Long term = 5-10 years

MRC staff offered to make the City of Miami’s requested revisions to the timeline and e-mail it to the UIWG members.  The UIWG identified the “Economic Analysis and Market Study of the Marine Industry in the Miami River Corridor” and adoption of the Infill Plan by the City and County Commissions as the top priorities.

Dr. Fran Bohnsack, Miami River Marine Group (MRMG), requested that the “Piers Report”, published by the Journal of Commerce, which contains cargo shipping information be used by the consultants.  The “Piers Report” only counts cargo over $2,500, and the consultant would be responsible to research the amount of additional cargo not contained in the “Piers Report”.  Johnson stated the Infill Plan would be directly addressed in the Economic Analysis’ scope of services.  Johnson stated a committee would be created, including the MRC, MRMG and Miami-Dade County to oversee the Economic Analysis.  David Miller, MRC, and Dr. Bohnsack recommended the City consider hiring consultants who wrote the City of Annapolis Waterfront Economic Analysis.

On November 6, 2002 the City and County Planning Advisory Boards will review the Miami River Corridor Urban Infill Plan.  As stated by City of Miami Representatives during the October 3, 2002 UIWG meeting, the City of Miami Planning Department will provide a revised, more positive, recommendation for adoption of the Infill Plan.  This revised recommendation was not done by City staff for discussion today.  Dianne Johnson stated the revisions may be done just before the November 6 Board meeting.

The next UIWG meeting was scheduled for November 13, 9:30 AM, Miami Riverside Center, 444 SW 2nd Ave, 3rd Floor Conference Room.
