    URBAN INFILL PLANNING GROUP MINUTES:

The Miami River Commission Urban Infill Subcommittee met Wednesday, March 21, 2001, 10:30 am, Miami Riverside Center, 444 SW 2nd Ave., 3rd floor conference room.  The attendance sheet is enclosed.

 

The Urban infill Subcommittee discussed the boundaries of the Miami River Corridor Urban Infill area.  There will be three levels of planning intensity within the boundaries.  The most intense focus will be on the property directly on the river shore.  The second tier will be the two entire blocks adjoining the river shore and the third level of intensity will be the entire Miami River Corridor boundary.

Brett Bibeau stated he had been making calls to the Miami –Dade School Board Region four Director, Mr. Feldman, and a School Board Attorney, Mr. Brown, in an attempt to obtain the Memorandum of Understanding with the School Board required by the awarded Department of Community Affairs Urban Infill and Redevelopment Planning grant.

The Miami River Greenway Study boundary, which is similar to the Miami River Corridor Urban Infill boundary, was researched in developing the Miami River Greenway Action Plan.  Through this process, Greenway’s Inc., the Trust for Public Land and the Miami River Commission hosted numerous public hearings.  The Urban Infill Subcommittee is requesting the findings and data gathered at those public meetings to be a resource for the Miami River Corridor Urban Infill plan.  Brett Bibeau stated he would provide that documentation to the subcommittee.

Clark Turner, City of Miami, stated the benefits of scaling development up, as it goes back off the river shore.  Doing so results in maintaining view corridors, and doesn’t price out existing small business owners directly on the river shore.  Setbacks for high rises will be considered in the Urban Infill plan.  Developers generally realize the benefits to their projects of allowing public access to the river.  Mr. Clark showed a model of the Urban Infill plan with GIS data and information regarding every parcel along the Miami River shore.

The next meeting of the Miami River Commission’s Urban Infill Working Group was scheduled for Wednesday, April 4, 9 am, Miami Riverside Center, 444 SW 2nd Ave, Miami, FL.
