  Minutes of meeting

The Miami River Commission’s (MRC) Urban Infill Working Group (UIWG) convened on Friday, March 20, 2006, 10:00 AM, at the Robert King High New Board Room, 1407 NW 7 Street. Mr. Jim Murley chaired the meeting.  The attendance sheet is enclosed.

 

I. Planning Studies/Presentations

A. Status of NW 5th Street Bridge Replacement - Ms. Ashley Chase, MRC Assistant Managing Director, noted Florida Department of Transportation (FDOT) representatives were unable to attend the March UIWG meeting, but noted she would schedule a presentation for next month’s meeting.  Mr. Brett Bibeau, MRC Managing Director, noted FDOT informed him that the removal of the spans and leaves of the NW 5th Street Bridge would commence within 180 days. Mr. Bibeau stated the FDOT indicated the replacement of the NW 5th Street Bridge would be put out to bid later this year, and work would commence in early 2007.

B. Status of the Miami River Corridor Multi-Modal Transportation Study - Mr. Bibeau noted the fully funded Scope of Services for the MRC-recommended Miami River Corridor Multi-Modal Transportation Study was approved by the Metropolitan Planning Organization on January 26, and the interlocal agreement was executed by the MPO and the MRC.  Mr. Bibeau added that the MPO was scheduled to select a consultant by the end of February, and issue a Notice to Proceed by the end of March.  MRC staff noted Mr. David Henderson, MPO, has been asked to attend future UIWG meetings.  Mr. Murley recommended a ½ day kick-off meeting / brainstorming session be conducted with all agencies and stakeholders once a consultant has been selected, and noted the importance of this MRC recommended Multi-Modal Transportation, which is being brought to fruition.

C. Discussion of Revised Draft Miami-Dade County Marine Industrial Zoning Overlay- Mr. Bibeau noted the item had been deferred by the Board of County Commissioners INLUC subcommittee on March 14.  Dr. Bohnsack, Executive Director of the Miami River Marine Group, noted although the property owners in the area have been provided the draft ordinance, and invited to numerous public meetings on it over the past four years, a few have questions about draft ordinance. Mr. Murley, recommended a public hearing with the property owners, Miami-Dade County , MRC and MRMG prior to the item being heard by the INLUC subcommittee in April 2006, to answer any questions they may have.  Mr. Bibeau noted the properties are currently zoned industrial, so the proposed change to Marine Industrial is similar to what is currently permitted, in addition, the individual property owners maintain their current right to apply for a small scale land use and zoning amendment at any time.    

II. New Business - Per the directive of Mr. Murley at last month’s UIWG meeting, Ms. Chase presented the MRC’s draft letter addressed to Ms. Diane O’Quinn Williams, Miami-Dade County Director of Planning and Zoning, requesting Miami-Dade County, and the FDOT partner to establish development guidelines and review procedures for the MIC associated development – as recommended in the Miami River Corridor Urban Infill Plan.  The UIWG recommended revisions to the draft, which MRC Ashley agreed to incorporate into the draft before submitting it to MRC Chair Irela Bagué for approval.

The UIWG confirmed their next meeting on April 12, 2006 , 10 am , New Board Room, Robert King High.  The meeting adjourned.
