The Miami River Commission Urban Infill Subcommittee met Friday, February 23, 2001, 10:30 am, Miami Riverside Center, 444 SW 2nd Ave., 10th  floor conference room.  Mr. Jim Murley chaired the meeting and the attendance sheet is enclosed.

 

The meeting opened with a discussion of Governor Bush’s new “Operation Riverwalk, consisting of four components including eliminating the drug trade, code enforcement, environmental and economic improvements.  The Urban Infill subcommittee believes the Miami River Corridor Urban Infill Plan will be the economic plan envisioned under“Operation Riverwalk”, as it will address address Miami River economic improvements.

The status of the Miami River Corridor Urban Infill Plan funding was discussed.  Brett Bibeau stated he attended a mandatory Empowerment Zone workshop for the RFP, and will complete the RFP application for $40,000 towards the Urban Infill Plan.  In addition Mr. Bibeau informed the Urban Infill Subcommittee that his EPA 66.606 grant application for $20,000 towards the Urban Infill Plan has passed through two administrative steps without any problems.  Mr. Miller stated County Commissioner Bruno Barreiro and his Chief of Staff Alfredo Gonzalez are in support of providing $50,000 of the passed $100,000 Urban Design Center allocation for the Urban Infill Plan.  This Monday Mr. Gonzalez is meeting with Herb Balfour, who is writing the contract for the allocation.

Mr. Andy Lewis Charles, Wind and Rain, introduced himself.  Brett Bibeau stated Wind and Rain secures grants and provides affordable home ownership through “soft second mortgages” at 1-4% interest.  Wind and Rain have developed and sold 12 brand new homes in the West Grove, and are interested in bringing their project to the Miami River Corridor.  The most recent Wind and Rain home ribbon cutting ceremony was attended and praised by City Manager Gimenez, County Commissioner Morales, City Commissioner Winton, etc.  Mr. Bibeau believes Wind and Rain would be an excellent component for the affordable housing section of the Miami River Corridor Urban Infill Plan.

Discussion ensued concerning satisfying the deadlines for the $50,000 Department of Community Affairs (DCA) Urban Infill grant.  The 18 listed elements of the DCA Urban Infill and Redevelopment Assistance Grant Program scope of work were discussed and tasks were assigned to the different entities within the Urban Infill Working Group.  A time line was drawn and reviewed.
