    URBAN INFILL PLANNING GROUP MINUTES:
  Minutes of meeting
Jan. 14, 2004

The Miami River Commission ’s (MRC) Urban Infill Working Group (UIWG) convened on January 14, 2004 at 2:00 PM , in the Miami Riverside Center , 444 SW 2nd Avenue , 8th Floor, North Conference Room.  Mr. Jim Murley chaired the meeting.  The attendance sheet is enclosed.

 

The UIWG asked Mr. Jose Casanova, City of Miami Planning Department, if “Hurricane Cove” and “ Dupont Plaza ” had submitted anything to the City of Miami , and if so, what was the City Planning Department’s position on the proposed developments.  Casanova stated that he did not have any personal knowledge as to whether or not the developers had submitted plans to the City, but offered to check into it and contact the MRC staff with his findings.  Mr. Casanova stated that the proposed “Finnegan’s on the River” restaurant has not submitted anything to the City of Miami for review.  The UIWG recommended “Finnegan’s on the River” be presented to the MRC after City review and determination of whether the project will require a zoning amendment, land-use amendment, and waiver to on-site parking requirements. 

Mr. Murley noted that the MRC recommended a River Drive Study.  Mr. Brett Bibeau , MRC Managing Director, stated that he met with Commissioner Barreiro and his Chief of Staff Alfredo Gonzalez regarding the proposed River Drive Study.  Bibeau reported that Barreiro asked Gonzalez to prepare a report indicating currently available collected impact fees, which may be a potential funding source for the recommended study.  Bibeau stated that he would follow-up with Mr. Gonzalez on this item. 

Mr. Murley directed MRC staff to prepare a Marine Industrial zoning study.  The study should include a map of marine industrial sites along the Miami River in 1998 and 2004.  In addition, the study will inventory all the changes, when and why they occurred.  Mr. Bibeau stated he would present the requested report during the February 2004 UIWG meeting.

Mr. Casanova stated the City of Miami consultants are continuing their work on the Miami River Economic Study.  Bibeau stated the City of Miami ’s project manager, Jorge Martinez Esteve, informed him the study’s economic survey is scheduled for distribution to riverfront businesses in January 2004. The UIWG agreed to coordinate a meeting between the City of Miami ’s economic consultants and the Federal economic consultants whom are currently completing their Miami River economic study. 

The UIWG scheduled their next meeting for February 13, 2004 , 10:00 AM , 444 SW 2nd Ave, 8th Floor North Conference Room
