  Minutes of meeting

The Miami River Commission ’s (MRC) Greenway Subcommittee (GSC) met Monday, December 8, 2003 at 10 am , in the Miami River Side Center , 444 SW 2nd Avenue , 8th Floor North Conference Room.  Dr. Ernie Martin chaired the meeting and the attendance sheet is enclosed.


I. Dupont Plaza ” Greenway Presentation

Brett Bibeau , Managing Director MRC, stated Ms. Adrienne Pardo, Greenberg Trauig, called to inform the GSC that she was unable to attend the meeting, yet in the future will present the re-designed Riverwalk at the proposed “ Dupont Plaza ”, featuring a 16-foot wide unobstructed pedestrian path as recommended in the Miami River Greenway Action Plan.

II. Review of 30% Complete Construction Doc uments-

          Ms. Lavinia Freeman, Trust for Public Land (TPL), noted their consultants, Kimley-Horn and Associates, are continuing their work on the next phase of Miami River Greenway construction documents.

III. Review of Draft Historical Signage Design and

 Mr. Bibeau stated in November he met with Dr. Martin, Mrs. Freeman, and TPL’s Miami River Greenway signage design consultant, Chris Rogers, Yazi.  Freeman stated Rogers would provide a draft of the Miami River Greenway historical signage design in early December.  The design will be forwarded to the Villager’s, Inc., whom have awarded a $25,000 grant for the markers.  Bibeau provided the GSC with draft text for the William English Plantation Slave Quarters / Fort Dallas , and the Wagner Homestead, written by William Kadell, Friends of Lummus Park. Dr. Martin stated Rogers would provide an estimated word count for what would fit on the sign.  The GSC agreed that in addition to the Wagner Homestead and Fort Dallas , the following sites should be included in Phase I of installing historical signage along the Miami River Greenway:

§         Sewell Park

§         Jose Marti Park

§         Flagler Workers House

§         Miami River Inn

§         Scottish Rite Temple

§         Point Park

§         East Coast Fisheries   

IV. New Business

Dr. Martin informed the GSC that the City of Miami ’s Historic and Environmental Preservation Board would be meeting on December 16th, 2003 to consider the development of the Spring Garden Greenway.

Dr. Martin recommended that more shade trees be planted along the greenway planned for the Royal Atlantic development, instead of Royal Palms.  Mrs. Freeman stated palm trees would be used at the NEO Lofts Greenway street intersections, but shade and flowering trees would be planted on the walkway. 

Bibeau stated the Department of State’s Division of Historical Resources, “Miami Circle Planning Group” was scheduled to meet months ago to review the potential paths for the Miami River Greenway on the site, which was unanimously approved in concept in 2001, yet the Department of State has not convened a meeting.  The MRC’s $125,000 in awarded grants to develop the Riverwalk at the Miami Circle site is in serious jeopardy of being reprogrammed, due to lack of progress in commencing the project.  Freeman stated TPL remained in full support of developing the Riverwalk on the site with the currently awarded grant funds.  The GSC directed Bibeau to ask the Department of State to convene a meeting of the “Miami Circle Planning Group” in order to move the issue forward.       

In response to an e-mail from a Florida Department of Transportation (FDOT) consultant on the NW 5th Street Bridge, the GSC agreed to meet and work with the consultant on the potential Miami River Greenway routes. 

The GSC scheduled their next meeting on January 13th, 2004 , 10:00 AM , in the Miami Riverside Center , 444 SW 2nd Ave. , 8th Floor, conference room.
