The Miami River Commission ’s (MRC) Greenway Subcommittee met Wednesday, November, 24, 2004 , at 2 pm , in the Miami River Inn, 118 S. River Drive .  Dr. Ernie Martin chaired the meeting.  The attendance sheet is enclosed.

Brett Bibeau , MRC Managing Director, provided the Greenways subcommittee with the draft MRC Miami River Greenway Historical Markers Request for Proposals (RFP).  Bibeau explained due to rescheduling the Greenways subcommittee meeting, and the deadline for mailing the MRC member back-up material packages being earlier because of the Thanksgiving Holiday, the provided draft RFP was mailed to MRC members earlier on November, 24, 2004 .  The Greenways subcommittee reviewed the draft RFP, and unanimously recommended the MRC authorize advertising the RFP during their December 6, 2004 meeting, subject to the following conditions:

  • The Villager’s Inc. would forward the MRC the $25,000 in awarded grant funding prior to advertising the RFP, or the RFP may be advertised and contracted by the Villagers or Trust for Public Land
  • If the MRC advertises the RFP, all references to the City of Miami in the “Miami River Greenway Historical Marker Specifications” attached to the RFP would be replaced with “MRC”
  • Amending the Table of Contents page numbers
  • “Section 1.03, Time of Completion” would be inserted prior to advertising the RFP, and subdivided into time of completion for fabrication, installation and storage
  • If the provided list of “qualified sign manufacturers” criteria is insufficient, the MRC would advertise the RFP in the Miami Herald and on www.miamirivercommission.org
  • MRC, TPL and City of Miami logo’s would appear in the specs to be on every marker, along with the Villagers logo

The Greenways subcommittee agreed the 9 historical markers include:

1)  Flagler’s Worker House (needs revision, eliminate Julia Tuttle) – riverwalk done, RFP includes installation

2)  Riverside and Miami Rive Inn – mid to late January groundbreaking, RFP includes installation

3)  Lummus Park Historic District – mid to late January on road riverwalk groundbreaking, RFP includes installation

4) Alligator Joes in Point Park - on road at the entrance of park, not ready for installation so RFP includes temporary storage and installation

5) John Seybold Estate – not ready for installation, RFP provides temporary storage and installation

6) East Coast Fisheries – June - July 2005 groundbreaking, RFP provides temporary storage and installation

7)  Lummus Park – RFP provides installation

8) Sewell Park – RFP provides temporary storage and installation

9)  Jose Marti Park (need draft text) – RFP provides installation

Dr. Martin provided Bibeau with the draft markers, and Bibeau offered to provide input on the drafts.  English and Spanish text will appear on the same side of the markers.  The Greenways subcommittee noted the need to identify a pro-bono translator, and Kevin Brown, City of Miami , stated he would inquire if the City of Miami ’s Communications Department would be able to provide the translations.  The Greenways subcommittee scheduled their next meeting to include a north shore site visit to determine the precise sign locations, on December 10, 2004 , 10 AM , Lummus Park , 404 NW 3rd Street .

The Greenways subcommittee confirmed that Chris Rogers, Yazi, would provide the necessary “camera ready art work”, review submitted shop drawings, and format the draft text to scale, under his existing TPL contract.

Ms. Sallye Jude stated she had objections to the Miami River Greenway construction documents.  Ms. Jude requested on street handicapped parking for a future restaurant site across South River Drive from the Miami River Inn.  Kevin Brown, City of Miami , stated per Ms. Jude’s request, the construction documents had been redesigned in order to provide two on-street handicapped parking spaces in the subject area.  Ms. Jude noted the existing Miami River Inn property line has a large bougainvillea flowering hedge, which requires heavy sun, and the six planned trees in front of the Miami Rive Inn would kill the existing landscaping by blocking the necessary amount of sunlight, therefore she asked for the removal of those trees.  In addition, Ms. Jude reiterated her ongoing support for the use of flowering trees along the Miami River Greenway.  Ms. Jude was under the impression that the existing plans would only require a minor amendment, to replace the type of tree within the designed planter area.  TPL and the City replied that the completed engineering construction documents spaced the trees based on canopy and root structure, therefore changing the type of tree may result in requiring a complete re-engineering of the construction documents, as the spacing between the planter areas may need to be changed due to a new canopy and root structure dimensions.  TPL and the City noted they do not have sufficient funding to re-engineer the project, and the FDOT grant funding to construct the documents will be in jeopardy of being retracted, if the project isn’t constructed in the near future.  The City of Miami , TPL and Sallye Jude agreed to meet with the Flowering Tree Society, ASAP, to further investigate if amending the landscaping to use flowering trees would result in an unfeasible requirement to re-engineer the entire project.

Brett Bibeau provided the Greenways Subcommittee with a geographic and funding breakdown of every Miami River Greenway section, including the public and private areas.  Dr. Martin asked Bibeau to repeat the presentation at the MRC’s December 6, 2004 meeting..
