    GREENWAY SUBCOMMITTEE  AND QUALITY OF LIFE JOINT MINUTES:
  Minutes of meeting

The Miami River Commission’s (MRC) Greenway Subcommittee met Tuesday, October 15, 2002, at 9 am, in the Miami River Inn, 118 South River Drive.  Dr. Ernie Martin chaired the meeting, and the attendance sheet is enclosed.

Consultants Richard Rogers, of Curtis and Rogers and Scott Mingonet, of Kimley-Horn and Associates, presented the completed schematic design for the Miami River Greenway between I-95 and NW 12th Ave.  Dianne Johnson stated she would schedule the same presentation for the City of Miami Planning, Public Works and Capital Improvement Project departments.  The consultants stated there are three typical cross-sections:

1) In sections with a 50-foot right of way, a 20-foot wide Greenway, consisting of a 15-foot wide clear path on the riverside of North and South River Drives, and on-street parking only on the upland side of North and South River Drives

2) In area of North River Drive adjacent to Joe’s and Garcia’s Restaurants, a 9-foot wide clear path, with limited landscaping, and on street parking on both sides of River Drive

3) Within the area of Spring Garden, 10-foot wide Greenway on the river’s side of North River Drive, preserving trees in existing swale in the middle of the path with five-foot wide clear paths on either side, no on street parking on the upland side of North River Drive.

The consultants stated the importance of immediately entering into discussions with Florida Power and Light regarding the need to provide lighting fixtures along the planned Greenway, and furthermore the benefits of under grounding utilities along the Greenway.  The Greenway subcommittee agreed to work towards under grounding utilities and removing illegal billboards adjacent to the Greenway.

Brenda Marshall, Trust for Public Land, stated the consultants will commence construction documents for the following two upcoming Greenway development phases:  the north shore from Lummus Park to just past Joe’s Seafood Market, followed by the South Shore from Flagler Street to I-95.  Dianne Johnson, stated the City of Miami has advertised an invitation for bids to build the “Lummus Park Landing”, which includes the Greenway on the River’s shore between just west of NW 1st ST to NW 3rd ST.  The Greenway subcommittee noted the need to continue publicly presenting the completed schematic cross-sections, lighting and parking issues to the City of Miami and local residents.

David Miller, MRC, informed the Greenways subcommittee that Miami-Dade County’s consideration of purchasing a property along the Greenway for a Water and Sewer Department (WASD) facility was deferred by the Board of County Commissioners at Commissioner Carey-Shuler’s request, until public hearings for both the WASD site and the proposed Seybold Point condominium projects are held.

Brett Bibeau, MRC, stated on October 21, 2002 the City of Miami’s Homeland Security and Neighborhood Improvement Bond Issue Oversight Board is considering an advisory recommendation to the City Commission for a $25,000 allocation to match the awarded Florida Department of Environmental Protection’s $100,000 grant to develop the Greenway adjacent to the Miami Circle.

The Greenways subcommittee confirmed the next meeting for November 11, 2002, 9 am, Miami River Inn, 118 South River Drive.
