The Miami River Commission’s (MRC)
Greenways Subcommittee (GSC) met on Monday, October 12, 2005, 10:00
AM, Robert King High, Management Classroom, 1407 NW 7 ST.
Dr. Ernie Martin chaired the meeting. The attendance sheet is

I).
Discuss Future Miami River Greenway Governance–
Mr.
Brett Bibeau, MRC Managing Director, provided GSC meeting attendees with
their requested PowerPoint presentation for use during the MRC November
4 Miami River Retreat, highlighting the current conditions of both the
Miami River Greenway and the Fort Lauderdale Riverwalk.
Mr. Bibeau stated the PowerPoint presentation would help launch
discussion at the retreat related to the future maintenance, security
and special events on the Miami River Greenway. The GSC approved the
presentation and commended Mr. Bibeau. MRC
staff distributed the back-up materials to be used during the MRC
Retreat, including: the TPL “Governing Greenways” report, outline
summary of Project for Parks and Open Spaces, compiled research
on Business Improvement Districts, public/private partnerships and
Trusts, Action Items of the Miami River Greenway Action Plan and
“Implementations Steps” of the Miami River Corridor Urban Infill
Plan regarding governance. MRC staff also distributed an
agenda/public meeting notice of the MRC Retreat. II)
Status of Miami River Greenway Historical Markers –
Mr.
Bibeau stated Mr. Bruce Bounds, the attorney representing the Villagers,
Inc, had recently faxed him a draft sample copy of The Villagers’
contractual agreement in relation to the fabrication and installation of
historical markers along the Miami River Greenway. Mr. Bibeau added he
had left Mr. Bounds a voice message to discuss the terms of the sample
agreement, and was currently awaiting his reply.
Mr. Bibeau noted the skeleton of the contract is derived from an
existing agreement with the Friends of Florida State Park in Mr.
Bibeau stated, to his understanding, that the former terms of the
contract define an agreement between the RFP bid winner and the Miami
River Commission. Under the contract, the Villagers, Inc. would pay the
MRC for the installation of historical signs/markers-from a previously
awarded $25,000 grant- upon receipt of unpaid invoices. The MRC would in
turn pay the contractors for their services. Mr. Bibeau stated he would
review the current, revised contract with Mr. Bounds before issuing the
MRC approved Request for Proposals. Mr.

Discuss Status of Miami River Greenway Development-
Ms.
Freeman noted the absence of the City of Miami’s Greenways project
Manager, Mr. Lionel Zapata, and stated she had no update at this time. V)
Discuss Status of
Miami-Dade County, City of Miami and Federal Bond Funding for the Miami
River Greenway-
Mr. Bibeau stated the City of
Miami Bond Oversight Board was seeking an update for their approved
$25,000 appropriation for the Miami River Greenway at the Miami Circle.
Therefore, Mr. Bibeau reported he had sent Mr. Ryan Wheeler,
Department of ST, Division of Historical Resources, a request for an
update on the long awaited project. VI)

Mr. Bibeau asked
Ms. Freeman for the tree specifications near Neo Lofts, and Ms. Freeman
replied that Mr. Lionel Zapata, City of ·
Mr. Bibeau noted
MRC staff was currently researching covenants ensuring public
accessibility and greenway perpetuity, following discussion at the
October 3 MRC meeting relating to future greenway maintenance. ·
Mr. Bibeau stated
MDX is currently repairing 836 near Robert King High, adding that MDX
representatives had asked if painting the bottom portion of the
expressway light blue was acceptable, and the GSC did not object. ·
MRC staff
distributed a schedule of workshops for the 3rd Annual Update
of the Miami River Corridor Urban Infill Plan, and its Greenways
related “Implementation Steps”, and welcomed participation and any
proposed updates, and or amendments to the Plan. The Greenways subcommittee confirmed their next regularly scheduled public meeting for the second Wednesday of the month, November 9, 10 AM, 1407 NW 7 ST. The meeting adjourned. |
