The Miami River Commission’s Greenway Subcommittee met as regularly scheduled, on the second Monday of the month, March 11, 2002, 9 am, Miami River Inn, 118 South River Drive, Marjory Stoneman Douglas Conference Room.

David Henderson, Metropolitan Planning Organization’s (MPO) Bicycle Pedestrian Advisory Coordinator, and Brett Bibeau, Assistant Director, Miami River Commission (MRC), discussed the $1,050,000 Fort Dallas Riverwalk Grant award.  The City of Mimi is proposing an amendment to the grant award, switching the site of the “Fort Dallas Riverwalk” extension to South River Drive, between 5th Street and SW 2nd Ave.  A MPO subcommittee will consider the amendment on March 12 and the MPO will hear the item on March 28.  Henderson and Bibeau discussed the riverwalk renderings for the extension.  Henderson noted there was only one, on-road, two-way bicycle lane.  Henderson recommended two, on-road, one-way bicycle lanes.  Henderson stated officially designated “bicycle lanes” require a minimum four-foot width.  Furthermore, Henderson noted South River Drive only has a 25-30 mph speed limit; therefore the minimum traffic lane width could be 10 feet. Bibeau stated he would notify the owners of pending developments along the route, that the City is proceeding with the development of this section of the Miami River Greenway, and if developers have plans to break ground in the near future, the projects need to be coordinated through design, planning, and construction.  Henderson explained if the MPO approves the City’s amendment, the next step in the process would be the City of Miami and the Florida Department of Transportation executing a “LAP” agreement, due July 1, 2002.

Henderson told Bibeau one block west of the entrance to Bayside Marketplace on Biscayne Bay, NE 4th Street becomes a pedestrian street, closed to vehicular traffic, through Miami-Dade Community College.  There are plans for the pedestrian NE 4th Street to continue west through a new Federal Courthouse.  Henderson stated the Downtown Master Plan is considering extending the pedestrian street to the Miami River.

Henderson requested the proposed Overtown Greenway route.  Bibeau offered the MPO’s Bicycle Pedestrian Advisory Committee a tent, table and chair to host an informational booth at the sixth annual Miami Riverday, Saturday, April 20, 2002, Henderson accepted the offer and stated he enjoyed hosting the booth at last year’s Riverday.

The next regularly scheduled Greenway subcommittee meeting was confirmed for the second Monday of the month, April 8, 2002, 9 am, Miami River Inn, 118 South River Drive, Marjory Stoneman Douglas Conference Room.
