The Miami River Commission’s (MRC)
Greenway Subcommittee met Monday, February 10, 2003, at 9 am, in the
Miami River Inn, 118 South River Drive.
Dr. Ernie Martin chaired the meeting.

Dianne Johnson stated the City of Miami
reviewed the completed schematic Greenway renderings with the Trust for
Public Land (TPL) on February 6, 2003.
The revised budget removed several line item expenses, including
lighting (to be replaced from the FPL decorative lighting list),
individually designed bus shelters (to be replaced with shelters with
advertisements), and a shorter route is proposed for the “Jose Marti
Riverwalk” extension. Johnson
stated she did not have the “shorter route” boundary.
Johnson explained construction documents for the Jose Marti and
Lummus Park Riverwalk expansions are due to the Florida Department of
Transportation by August, 2003. Furthermore,
Johnson stated she had meet with four City Commissioners about the
Greenway, and their requested Greenway Status report may be presented at
the February 27, 2003 City Commission hearing. With regards to the City of Miami / TPL “Assignment
Agreement” for the City to use the construction documents created at
TPL’s cost by TPL’s consultants, Johnson stated the City is
continuing to work in good faith, and TPL will bring the final
“Assignment Agreement” contract to the City for approval.
Brett Bibeau stated the proposed repair of
the existing paths in Sewell Park was discussed by the “Friends of
Sewell Park”, and Johnson replied that further discussion should occur
with the Parks Advisory Board and Parks Department. Bibeau reminded the Greenways subcommittee
that the Villager’s Inc. had awarded the MRC $25,000 a year and a half
ago, to provide historical signage along the Greenway.
Bibeau provided the Greenways subcommittee with photos of the
following three historical sights for the first Phase of providing
signage:
Johnson asked the MRC to provide this
recommendation to Sarah Eaton, City of Miami Historical resource
officer. Bibeau stated
several historical preservation groups will be providing draft text for
the signs, which will be presented at the March 10, 2003 Greenways
subcommittee meeting, along with the sign’s proposed design and logos
to be created by TPL’s consultant team.
Upon the Greenway subcommittee approval of the signs design and
text, the signs would be brought before the MRC and Villager’s Inc for
approval, prior to installation. Under new business, Bibeau forwarded David
Miller’s comments, requested by Dianne Johnson, regarding a draft
letter to the Army Corps of Engineers (ACOE) from the City of Miami. The letter requests a waiver of an ACOE requirement, as it
relates to the Lummus Landing Riverwalk.
The waiver would allow the City to encroach 3 feet into the
ACOE’s required 5-foot setback from the Federal Navigable Channel. The MRC and TPL want the Lummus Landing Greenway to be 20
feet-wide on the vacant upland, not cantilevered over the river.
Miller is requesting the letter be amended, so that it does not
give the current impression that the MRC supports the requested
variance. The next regularly scheduled 2nd
Monday of the month Greenway subcommittee meeting was confirmed for
March 10, 2003, Miami River Inn, at 10 am.
