  Minutes of meeting

The Miami River Commission’s (MRC) Greenways Subcommittee (GSC) met on Thursday, February 1, 2006, 10:00 AM, Robert King High, Management Classroom, 1407 NW 7 ST. Dr. Ernie Martin chaired the meeting. The attendance sheet is enclosed.

I)  Discuss Future Miami River Greenway Governance - MRC staff distributed copies of the meeting minutes for the January 20, 2006 Miami River Greenways Retreat, composed by retreat facilitator Janice Fleischer. Dr. Martin recommended that the GSC discuss how the MRC should proceed as a result of the commentary received regarding future greenway maintenance, security, funding, and special events/marketing.  Mr. Brett Bibeau, MRC Managing Director, noted that MRC board member and Downtown Development Authority Executive Director Dana Nottingham, stated the DDA would consider developing a “pilot program” within their boundary to address the aforementioned greenways issues, as a part of the DDA’s Downtown Master Plan. Mr. Bibeau noted he had received an e-mail from City of Miami Public Works Director Stephanie Grindell , regarding the pledged public accessibility on riverwalks at development sites.  Mr. Bibeau stated he replied MRC Chairperson Irela Bagué letter to Jorge Fernandez, City Attorney, requesting written confirmation / documentation that the developers whom proffered covenants to the City Commission for a publicly accessible riverwalk, would be enforceable.  The Greenways subcommittee discussed the MRC’s “Development Summit” planned for April 2006, which will in part address the riverwalk’s public accessibility, maintenance, security, and special events.  

II. Status of Miami River Greenway Historical Markers – Dr. Martin noted staff had issued the MRC authorized Miami River Greenway Historical Marker’s Request for Proposals (RFP) on January 28, and the deadline to receive bids was February 27. The Evaluation Committee would then recommend a successful bidder to the MRC for their approval on March 6.  MRC staff provided Dr. Martin with the MRC’s boiler plate contract, which was used when the MRC awarded the Upper Wagner Creek Isolation Survey RFP.  Dr. Martin recommended the previously approved boiler plate language be used to create a draft contract, which would be included in the MRC’s February board member mail-out, and approved at the MRC’s March 6, 2006 meeting.  Mr. Bibeau suggested that the issue of “storage” of the historical markers be temporarily omitted from the current language of the contract, and Dr. Martin agreed.  The Greenways committee reviewed the status of the following potential historical marker sites:

  1. Alligator Joe’s – drafted and pending final revisions, will be placed in Point Park
  2. Sewell Park - drafted and pending final revisions, will be placed in Sewell Park
  3. Jose Marti Park – needs to be drafted, will be placed in Jose Marti Park
  4. Fort Dallas – drafted and pending final revisions, will be placed in Lummus Park
  5. Wagner Homestead – drafted and pending final revisions, will be placed in Lummus Park
  6. Flagler Workers House – needs to be drafted, will be placed on existing riverwalk
  7. Seybold Canal Home – needs to be drafted, will be placed in Point Park
  8. East Coast Fisheries – needs to be drafted, will be placed adjacent to East Coast Fisheries and Greenway, on riverfront FDOT Right-of-Way
  9. Miami Circle – Needs to be drafted, will require State’s permission and approval
  1. Merrill-Stevens – Needs to be drafted, will be placed on City owned Right of Way on North River Drive, where funding is available for on-road Greenway
  2. Miami Ship Services – Needs to be drafted, will be placed on “Latitude on the River” riverwalk area, developers pledged they would pay for fabrication and installation

Dr. Martin stated that the historic Seybold Home, which was recently shifted into Point Park , has a City of Miami Certificate of Appropriateness for preservation.  Dr. Martin stated the City of Miami has appropriated $300,000 from the Homeland Defense and Neighborhood Improvement Bond issue for the preservation of the 1922 Seybold home.  Dr. Martin reported the City received a $600,000 estimate to renovate the two-story home, so he recommended the first floor be preserved first, using the available $300,000.

III. Discuss Status of Draft Miami River Greenway Regulatory Design Standards- Since Mr. Kevin Brown, City of Miami, was unable to attend, the item was deferred to the next GSC meeting.

IV. Discuss Status of Miami River Greenway Development The Greenways subcommittee agreed to host a future meeting on-site as Greenway development in sections “A-F” are completed in the near future.  The Greenways subcommittee will then be able to inspect the completed areas, and learn lessons from its strengths and any potential weaknesses, which would then be applied on the upcoming development of additional planned and funded Greenway sections.  Dr. Martin stated the amount of maintenance necessary for the selected Greenways landscaping types should be taken under consideration, and noted FPL recently offered the public sector a 25% cost share of under grounding utility poles, which is recommended in the Miami River Greenway Action Plan and the Miami River Corridor Urban Infill Plan.  Dr. Martin stated it was his understanding that the design specifications for the recently installed Miami River Greenway way-finding signage indicate two-way arrows pointing in the direction of the Greenway, therefore the manufacturer will correct the way-finding signage, which currently inaccurately indicates only one-way.  Dr. Martin noted the need to install “pooper scooper” stations along the Greenway for dog walkers, similar to those seen on FT Lauderdale’s riverwalk during the recent Greenways Retreat. 

V.  Discuss Status of Miami-Dade County, City of Miami and Federal Bond Funding for the Miami River Greenway Ashley Chase, MRC Assistant Managing Director, reported she is scheduling a presentation from the Miami-Dade County Capital Improvement Department, regarding the $7.5 million Miami River Greenway line item in the County’s approved General Obligation Bond Issue.  Mr. Bibeau stated FDOT representatives invited him to meet on Tuesday, February 14, to discuss the NW 5th Street Bridge, and the possibility to utilize the approved $2.6 million Miami River Greenway line item from the federal Transportation Bill for greenway construction.

VI.  New Business- No new business was discussed.  Subject to availability from additional GSC members, Dr. Martin confirmed the next regularly scheduled Greenways subcommittee public meeting for the second Wednesday of the month, March 8, 2006, 10 am, 1407 NW 7 Street, New Board Room.
