  MIAMI RIVER COMMISSION
GREENWAY SUBCOMMITTEE  AND QUALITY OF LIFE JOINT MINUTES:
  Minutes of meeting
Jan. 13, 2004
9:00 AM
(THIS IS A PUBLIC DOCUMENT)
The Miami River Commission ’s (MRC) Greenway Subcommittee convened Tuesday, January 13, 2004 , at 10 am , in the Miami Riverside Center , 444 SW 2nd Avenue , 8th Floor North Conference Room.  Dr. Ernie Martin chaired the meeting.  The attendance sheet is enclosed.

I. Dupont Plaza ” Greenway Presentation

Mr. Brett Bibeau , MRC Managing Director, stated that Ms. Adrienne Pardo, Greenburg Trauig, called to inform the GSC that the proposed “ Dupont Plaza ” development will provide the recommended 16-foot wide unobstructed riverwalk path.  In addition, Ms. Pardo stated the potential developer will maintain the proposed 20-foot building setback from the river, despite the City Charter requirement for a 42-foot setback on this site.  Since the project was presented at the Urban Infill Working Group (UIWG) meeting on November 18, 2003 , Mr. Bibeau will contact Ms. Pardo to see if her client wishes to present the plans at the MRC’s February 2, 2004 meeting.

II. Review of 90% Complete Construction Doc uments

Mrs. Lavinia Freeman, Trust for Public Land (TPL), informed the Greenways subcommittee that the consultants are continuing their engineering on the upcoming phase of Greenway development.

III. Review of Draft Historical Signage Design and Miami River Greenway Logo

Chris Rogers, Yazi, and Mrs. Freeman provided various historical signage designs.  After discussing the designs, the GSC reached unanimous consensus that the historical signage material would be porcelain enamel, due to its durability and design capabilities including color pictures and images.  The GSC agreed that the tallest point of the rectangular vertical sign should be 5 to 5 ½ feet, and the post will match the design of the light posts on the greenway.  Jose Casanova, City Planning Department, recommended that the signs be translated in both Spanish and English to accommodate the Spanish speaking community.  The scaled rendering text had 220 words, therefore one side may be English and the other Spanish, or 110 words in both languages on each side.  Mr. Rogers stated he will conduct cost estimates based on the fabrication and installation of 10 historical markers. Mr. Casanova offered to present the designed project to the City of Miami Building Department for review.  The Greenways subcommittee discussed the recent correspondence from the Villager’s, whom may reprogram the $25,000 grant awarded to the MRC if the project is delayed.  The Villagers have requested a timeline, including the initial design, location selections, drafting historical text, permitting, fabrication and installation. The Villager’s grant requires their logo to be included on the historical signage.  The GSC reached consensus that the following historical markers should be included in Phase I:

  • Lummus Park (3)

-Wagner Homestead
- Fort Dallas
- City Park

Miami River Greenway historical marker Phase I sites continued:

  • Flagler Workers House (1)
  • Miami River Inn (1)
  • Scottish Rite Temple (1)
  • Point Park (2)

-Alligator Joe’s and Spring Garden Neighborhood history
     -Seybold Canal Home

-Jose Marti history

·         Sewell Park (2)

          - Remains of General Lawrence Home

Mrs. Freeman stated TPL would submit a package to the Villager’s by Friday, January 16, 2004 , including the historical marker design, site location, and requested timeline for installation.

The GSC confirmed their next meeting for February 9, 2004 , 10 AM, 444 SW 2nd Ave , 8th Floor North Conference room.

The meeting adjourned.
