    GREENWAY SUBCOMMITTEE  AND QUALITY OF LIFE JOINT MINUTES:

The Miami River Commission’s Greenway Subcommittee met on Monday, January 14, 2002, 9 am, Library Map Room.  Dr. Ernest Martin chaired the meeting.  The attendance sheet is enclosed.

 

Dr. Martin opened the meeting with a discussion of the updated Miami River Greenway Development matrix.  The matrix includes all permitted or funded sections of the Miami River Greenway.  The subcommittee discussed every line item.

Lavinia Freeman, Trust For Public Land (TPL), stated a consultant team consisting of Kimley-Horn and Associates, Curtis & Rogers, and Greenway’s Inc. will be contracted by TPL by Jan. 19, 2002.  The consultants will provide detailed design guidelines and specs for the development of the Greenway on both shores of the River between I-95 and SW 12th Ave, the boundaries of the Knight Foundation’s $2.5 million Greenway grant award.  The plans will be completed between June and August 2002.

Dianne Johnson, City of Miami, updated the subcommittee on the $1,260,000 “Fort Dallas Riverwalk” grant, awarded by the Florida Department of Transportation (FDOT).  The FDOT required the scope of services and local participation agreement for the grant, to develop the Greenway on the north shore between S. Miami Ave and Metro-Rail, prior to March 1, 2002.  Johnson stated the City and TPL do not believe there is sufficient time before the deadline to negotiate the donation of the two north riverfront parcels within the grants original boundaries.  Therefore, the City is recommending the grant award be reprogrammed to Jose Marti Park.  The Greenways subcommittee passed a unanimous resolution supporting re-programming the “Fort Dallas Riverwalk” grant to be spent developing the Miami River Greenway where it does not currently exist within Jose Marti Park, and continuing as far west along the Miami River Greenway as the $1,260,000 grant may fund.  Johnson stated the City Commission will approve the acceptance and execution of the grant during their first meeting in February 2002.

Ms. Johnson stated the City Manager’s office has authorized the “Lummus Park Riverwalk” FDOT grant award to develop the Miami River Greenway between Lummus Park and the Fifth Street Bridge.  Johnson stated the City Commission will approve the acceptance and execution of the “Lummus Park Riverwalk” grant during their first meeting of February 2002.

Brett Bibeau stated the Greenway section on the River’s south shore, between Metro-Rail and the South Miami Ave. Bridge, which was originally contemplated for funding by the Florida Department of Environmental Protection’s (FDEP) Recreational Trails Program (RTP) is ineligible because it would be an “on-road facility”.  Therefore, the Greenways subcommittee approved Bibeau to submit the FDEP RTP grant application to fund the Greenway adjacent to the “Miami Circle”.

The Greenways subcommittee discussed the incorporation of the Miami River Greenway in the development of the Miami Intermodal Center (MIC).  Frank Zeinali, MIC, stated the FDOT is only purchasing the western shore of Palmer Lake, and confirmed the Greenway will be developed within that area of the Lake.  The remainder of Palmer Lake’s shore is privately owned, and therefore would require negotiations and approval of the property owners to construct the Greenway around the lake.
