The Miami River Commission Executive Committee was called to order at  8 am on September 25, 2000, in 3468 Main Highway, Coconut Grove, FL.

Mr. Parks opened the meeting and informed the Executive Subcommittee that he received a telephone call from ex-Miami River Coordinating Committee Executive Director, Betty Fleming. Ms. Fleming was concerned that funds given to the MRC by the MRCC were reallocated from the MRCC’ s request. As a result of that conversation, Mr. Parks decided not to use any of the MRCC funds to pay the state lobbyist. Based on this funding change, the Miami River Commission needs to raise $12,000-$15,000 to pay for our State lobbyist and Mr. Parks requested that the Grant Investigation Subcommittee research any grant programs or foundations which may be utilized to fund state lobbying efforts. The Miami River Commission staff was asked to investigate hosting a ftmdraiser and research Political Action Committees (PAC) and how they are formed and fundraise. Mr. Parks asked the staff to invite Dusty Melton to the next Executive Subcommittee meeting for his input.

On September 4, 2000, the Miami River Commission unanimously approved a motion to request the State Legislature to extend the date of the Miami River Commission’s sunset. Amongst other things, a State lobbyist is necessary to begin pushing for that sunset extension.

Phil Everingham stated he would be out of town October 13-20. Robert Parks said he would be traveling starting October 1, 2000.

Discussion ensued concerning the Miami-Dade Board of County Commissioners' October 3, 2000, meeting. Agenda item 4 (R) is a, “Resolution authorizing approval of the Miami River dredging project temporary storage site located south of NW 36 street and west of NW 36 Avenue.” David Miller said Jerry Scarborough, Army Corps of Engineers, would be attending the County Commission meeting along with Roger Hernstadt, Dade County, and Carlos Espinosa, DERM. Mr. Parks asked Fran Bohnsack to encourage the shipping industry to attend the meeting and support the resolution for the temporary drying site.

Mark Sell provided an update on the Miami River Commission’s web site he has been hired to develop. Sell stated Brett Bibeau had provided minutes, photographs and other information for what is currently over a 70 page web site. The Executive Committee asked Sell to reserve the web site name.

Mr. Parks asked Brett Bibeau to arrange for Ed Boen and Jackie Huttoe of Arvida Realty to give a 15 minute presentation at the Miami River Commission’s November 6, 2000 meeting. The presentation will focus on available Real Estate in the Miami River Corridor, and a list of selling prices in the area over the last two years.

Chuck Flink, will provide a presentation on the status of the Greenways Action Plan at the October 2, 2000, Miami River Commission meeting. Bob Parks asked that all Working Group reports be minimized to provide sufficient time for the Greenways presentation. Staff informed the Executive Committee that Jose Padilla is scheduled to provide a presentation regarding Downtown Transportation at the November 6, 2000, Miami River Commission meeting.

The meeting was adjourned.
