The Miami River Commission’s (MRC) Economic Development and Commerce (EDC) Working Group met as regularly scheduled on the second Tuesday of the month, March 12, 3:00 PM, at the Rosenstiel School, 4600 Rickenbacker Causeway, Dean’s Conference Room.  Cleve Jones, Jr. chaired the meeting attended by Dr. Fran Bohnsack, Miami River Marine Group, Phil Everingham, Merrill-Stevens, Mark Buchbinder, Department of Housing and Economic Development, Dianne Johnson, City of Miami, Department of Real Estate and Economic Development, David Miller, Managing Director, MRC, and Brett Bibeau, Assistant Managing Director, MRC.

MRC staff has made several revisions to the draft letter forwarding the MRC’s unanimous resolution, “In that the Miami Intermodal Center (MIC) Environmental Impact Statement (EIS) is outdated, and does not consider the Miami River Dredging project, nor the cumulative impact on the working river of multiple river-crossings presently contemplated to connect transportation to the MIC, the MRC unanimously requests a supplemental MIC EIS be prepared.”  The letter cites the Florida Department of Transportation’s (FDOT), Project, Development and Environment (PD&E) Manual, Part I, Chapter 11, Section 1, and Figure 11.1, entitled, “Reevaluation Process”.  Staff stated the letter would be finalized and mailed to the proper authorities.

The second item on the agenda was a discussion of the Historically Underutilized Business (HUB) Zone status sought by the MRC for census tract “48”, which is the only census tract within the Miami River corridor not currently designated in the HUB Zone.  Brett Bibeau reported Michael McHale, Associate Administrator, HUB Zone Empowerment Contracting Program, Small Business Administration is yet to respond to the SBA is yet to respond to the January 24, 2002 letter from Jack Geis, Small Business Administration, South Florida District Office.  The letter states, “Since the District Office does not have the authority to designate a HUBZone, I am forwarding the Commission’s letter to your attention for appropriate action.”  Bibeau stated in an effort to follow up on the letter, he left a voice mail message for Mr. McHale the day before the EDC meeting.

The EDC provided input for the Urban Infill Plan.  Generally the EDC expressed the need for preserving and enhancing the “water dependent and water related” uses of the River’s shore.  MRC staff showed the EDC the Plan’s presentation boards, which include an architectural rendering of the currently for sale “Florida Yacht Basin”, as an active mega yacht marina.

The EDC confirmed their next regularly scheduled meeting, the second Tuesday of the month, April 9, 3 pm, Rosenstiel School, 4600 Rickenbacker Cswy., Dean’s Conference Room.  The meeting was adjourned.
